For students coming from within the United States, Ivy League admission offices are need-blind. That means they do not look at how much money you will need in order to attend when deciding on your application. This policy, until recently, did not extend to students coming from abroad. Candidacy, like at non-Ivy League schools, was tied in with financial need.
Dartmouth College recently joined Brown, Harvard, Princeton, and Yale in extending their need-blind policy to international students. UPenn, Cornell, and Columbia still consider financial need when look at international students. As a result, if you are an international students requiring financial aid, your admission chances may be hindered at the latter three schools.
